Development and Structure of
Reorganization of Political World

In the Liberal Democratic Party, the group of Diet members : Seiroku Kajiyama and Shizuka Kamei is making an active movement to counter the executive department that supports the Obuchi administration. Mr.Kajiyama organized Kajiyama Group within Obuchi faction to which Mr. Kajiyama belongs while Mr. Kamei is likely to secede together with dozens of Diet members from Mitsuzuka faction to which Mr. Kamei belongs.

Their organized groups will surely merge with each other. The size of the two groups will total to 60 to 80 members. The birth of a new group will surely accelerate the reorganization of political world.

In that case, what kind of significance is there for Mr. Kajiyama and Mr. Kamei to progress their political development?

Mr. Obuchi, Mr. Kajiyama and Mr. Koizumi fought in the election of the Liberal Democratic Party's president. Experienced Diet members such as Mr. Shinji Sato and the anti-executives faction represented by Mr. Yohei Kono were the nucleus of the supporting movement for Mr. Kajiyama. There is no doubt that any of the above movements is to form power against the executives of the Liberal Democratic Party.

There are several large concessions within Mitsuzuka faction. These concessions are inherited to Kishi-faction (Nobusuke Kishi), Fukuda-faction (Takeo Fukuda) and Abe-faction (Shintarou Abe) which represent groups formed by successive chairmen. The action taken by Mr. Kamei seems to be related with the maintenance of some of the concessions held by Abe-faction and other factions.

Active movements made by Mr. Taro Nakayama and Mr. Nobuteru Ishihara underlie the background fact that recent defeat of the Liberal Democratic Party in the Upper House election in urban polls was a shock. It is because they are both of the Diet members elected from metropolitan areas such as Osaka and Tokyo.

Having an experience of being a former Foreign Minister, Mr. Nakayama, in particular, is closely related to various concessions formed at the times of Abe-faction and the Prime Minister Eisaku Sato. This suggests that the concessions held by Mr. Kajiyama and Mr. Shinji Sato agree with the concession held by Mr. Nakayama behind the scenes.

In Miyazawa faction, there are a group centered around Koichi Kato and a group centered around Yohei Kono who opposes Kato faction. It is hard to generally comprehend from the viewpoint of policy and ideology that Kono faction keeps in step with Kajiyama faction. But looking from the viewpoint of political support and the concessions ensuring related to development from general contractors, Mr. Kajiyama and Mr. Kono share common interests.

Considering a faction has to organize the size of a group with one hundred people and support the members of its faction financially for elections, a faction has to possess a certain amount of capital.

Furthermore, a common characteristic shared both by Mr. Kajiyama and the experienced Diet members is that many of them were elected with the background of having concessions related to national land development and public works. From their point of view, they have to expand, at the budget drafting, the interests of construction companies, etc. that have been support them in the election.

Taking a different point of view in the reorganization of political world, a budget drafting matters most. Since the budget share of the political world has been reduced to the level of the lowest ever, the political world is showing without hesitation its stance of securing the minimum amount of the budget.

If the nation become aware of the fact that the Diet members are taking their action solely in order to maintain their interests and self-preservation despite their outward pretense of listening to the voice of the nation demanding the rectification of the recession, the mistrust of politics will become deepened further.
