The issue of Japans Telecommunication Policies has been solved by the agreements of both NTT. Negotiation in Japan and Basic Telecommunication Negotiation in World Trade Organization.In addition, these Negotiations are to establish common markets of Global Info-Telecommunication.

On the other hands,each national needs to switch telecommunication policies into new adjusting environmental ones.

The key-word for an overview of MPT in Global Era is a Trade Policy as the Ministry of International Trade Industry (MITI) has in Global Info-telecommunication Markets. U.S.government had used strategic trade policy in various dimensions . Japans government had a lack of this policy.

Japans choices to make, thus, will be limited in negotiations on open market and liberalization between U.S.and Japan.Japans Telecommunication Administration should establish the trade policy by MPT for the twenty-first century.
